And while analysts have to take some of the blame for their failure to strenuously present their case that the threat was real and imminent, what occurred was a failure by policymakers to listen to the warning intelligence reports that were written at the time.

Common sense -- why was this book ever classified in the first place?

Cynthia Grabo wrote this book in her spare time while working for the CIA, and it became one of America's classic training manuals on risk assessment. For reasons never explained, the CIA printed under 500 copies, classified it as Top Secret, and used it as its training manual for risk assessment during the Cold War. Grabo had to get special permission just to check it out of the CIA's own library. Now it's public. It's still used in risk assessment courses at the Pentagon. It's mostly common sense. No wonder the USA has been so bad at risk assessment. The CIA has missed the overthrow of the Shah of Iran, the crumbling of the Soviet Union, the Rwandan genocide, and most of the other genocides of the 20th century, just to name a few intelligence failures. Since this book, there have been a few critiques that explain why it isn't very helpful. The one thing it gets right is that any good intelligence officer has to have the courage to oppose the accepted wisdom of his or her superiors.

Singapore, neither very old nor very large, is still of enormous importance in today's world because of its location as a major port and air hub and its incredibly multicultural population. This new edition of the Historical Dictionary of Singapore has been totally rewritten and reflects the influence that Singapore has on today's global society. The author has published previously about Singapore, and as an Australian, he has something of a regional connection. Like other titles in the various Historical Dictionaries series, this one begins with a chronology and a lengthy introduction, which places the history of Singapore in context. The entries that follow range in length from a paragraph to a bit over one page. These include biographies of major figures from thecountry's history (for example, founder Sir Thomas Raffles and current president Selleppan Nathan) and places, such as Sentosa Island and Singapore Botanic Gardens. Entries on general topics, such as Elections, Smuggling, and Television, are numerous, as are entries on major political events, such as Malayan Emergency and World War II. As is the practice for this series, there are no further readings attached to the entries, but there is a lengthy bibliography that is divided by subjects and preceded by an introduction. Appendixes include lists of colonial officials and heads of state as well as population statistics. This would be a valuable addition to a library with a focus on Southeast Asia. (Booklist)

About the Author
Justin Corfield has been teaching history and international relations at Geelong Grammar School in Australia since 1993. He is the co-author, with his father, of the Encyclopedia of Singapore (Scarecrow, 2006), the first encyclopedia to be published on the country.

Can you trust this?

How much can you trust a publication which gets its facts wrong? One of the entries on page 190, Mr Lim Kean Chye, is listed as having died in Hamilton, New Zealand. As anybody in Penang with an interest in Malaysian/Singaporean history can tell you, this gentleman is still alive and well, though very elderly, in Penang, Malaysia.

Everything represented here was composed in the last quarter-century, and it is high time this segment of the repertoire receive its official due. Most useful for choosing new pieces are the indices of songs by voice type and by difficulty. One can only hope that future editions will follow Clifton's lead.
